Welcome to everyone to the 2004 Northeast Regional Space Grant Meeting. He introduced Diane DeTroye.

Guiding Documents

    ●   Vision for Space Exploration: President=s commission on implementation of U.S. Space
          Exploration.

    ●   The Education Enterprise Strategy
    ●   NASA Human Capital Management Plan
    ●   No change in structure at HQ regarding education.
    ●   No change in structure regarding Space Grant/EPSCoR.
    ●   Virtual Space Academy "a direction for Space Grant."

HQ asking for 5 year Strategic Plan.
    Include Explorer Schools; Explorer Institutes; Scientific and Technological Programs.
    "How does the Space Grant strategic plan fit with the State Strategic Plan?"

Aerospace Workforce Development
    ●   Single Consortia; Multi-Consortia[ $120,000]; ISS Engineering Outreach.
    ●   3 million dollars available
    ●   Best advice: read the schedule and follow carefully. Must talk about accomplishments if
          continuing to renew a program.

    ●   Divide Budget into each project.
    ●   Integrated Approach
This year
's criteria asks the question: "How is it all connected." Multi-Consortia must show a "logic" as to how everything this year is going to be very competitive.

Question:
Dave Bartlett: To what depth do programs need to hang together?

Diane DeTroye: It's more important that you find the hook that hangs them together. We often get chicken soup.
Bill Lakin asked about the proposal and institutional support. Diane responded:

Dave Barlett: Can you extend a grant once a new award starts?
Magui Cardona: You can extend a grant for 90 days but you must commit the money in the award or you will lose it.

NASA Education
    ●   NASA Education was under Human Resources and Education and is now the Enterprise of
          Education—a huge gain for the recognition of programs and activities.

Astronaut Education and NSIP
    ●   Role of the Region: Multiple Reasons: National Affiliates and Meeting.

Laurel asked if advisable to have Museum and Planetarium affiliate coordinate NSIP program for Space Grant.  Positive feedback. It was encouraged.

NASA Kennedy Opportunities
Michael began his presentation by stating that "what is good for the Space Grants is good for the Centers and vice a versa.  The next 10-40 years, Mike sees the collaborative approach between Space Grant Universities and NASA centers as a practical, and implementation these technologies.

    ●   After Mike’s presentation, Dryver Huston and Darren Hitt of UVM Mechanical Engineering
           were called to have a meeting and research on self-healing wires. Dryver plans to meet with
           Mike at Kennedy Space Center in 2005.

NOVA-Pre-Service Education Program: 92 Schools in U.S.
Some financial support for teacher placement.

NE Regional Space Grants discuss collaboration.
   
●   Space Grant Director and Coordinators held a special morning session
   
●   Upcoming Aerospace Workforce Development Grant Proposal
   
●   General concern was that there was not enough time to prepare for a Multi-Consortia
          AWD  proposal-to have it competitive.

   
●   Discussed possible regional collaboration in another area.
   
●   It was decided that focus on the NASA Explorer School was a shared interest.
   
●   It was decided that the 2005 NE Regional Space Grant Meeting would be held in New
          Hampshire, hosted by NHSGC. The meet the NASA Explorer Schools to meet and
          report on their projects.

   
●   David Bartlett requested that Laurel contact Rosemary Millham to verify that she was the
          AESP for all of New England and ha

   
●   Request was agreed on by Laurel and Rosemary was contacted.
   
●   Sun-Earth Day activities were also discussed.
   
●   Laurel also announced that Glenn Wright has taken a position with a private corporation in
          Maryland.
NASA Center for Technologydisbanded. The program is now run out of NASA
          HQ Human Resources area. Most everyone felt that this was a great loss to
